How We'd Do It
We have a quandary here, trying to decide between the torque of a big-block or the high-revving ability of a small-block. Since it's a little cheaper, we would build a 400hp small-block, stuff an automatic transmission in it, add a set of street-friendly gears, and even a few niceties such as an EFI, A/C, and a good stereo system, and then drive the wheels off of it.
